Last june I game my computer an overhaul, and since then I have bought a 4850 1 gigabyte, and a coolermaster RC690, and I got windows 7. My specs are Foxconn a7gm-s 2.0 motherboard ATI 4850 1 gig OCZ gold 800 MHZ ram (2x2gig sticks) AMD phenom II 955 black edition I have done scans with malwarebytes, and AVAST, but I have no viruses. I am in the process of updating my drivers right now, and I cleaned all the dust out of my computer, yet it runs bad. For example, I was playing CSS with a friend, and I decided to add bots. A few months ago when I played CSS, I could put the max amount of bots and I would still get a stable framerate, now I put the max and I get a low framerate, barley playable. Here are my temps I am updating my graphics drivers as we speak.
Post load temps.
Post load temps.
Those temps were after about 30 minutes of CSS with bots. I took the screenshot about 1 minute after I shut it down though.

Have you tried downloading the latest drivers for your Foxconn mothherboard? You can download these drivers here http://www.foxconnchannel.com/support/downloads.aspx How about new drivers for your graphics card? You can also download those here http://support.amd.com/us/gpudownload/Pages/index.aspx . Windows 7 has been known to cause issues with drivers as it tries to get drivers itself but not all the time are they up to date or even the right ones this can cause far worse problems than you are experiencing such as BSODs. Before you install these drivers double check to see if the driver versions match with the latest ones out if not install new ones.
I gave you a heart because your niceness pretty much just made my day.
haha thank you. I try my best with everyone.
I think I see the problem here. Or at least A problem. Your -12v output from your power supply is only 4.42v This means your power supply is on its last legs. I recommend getting another ASAP. Honestly, I'm surprised you can even get it to boot.

In Windows my 12v rail is shown at something like 8v, but if I check the BIOS it reports properly at about 12v. I've seen it happen before on a few other systems. My motherboard also has a spot to connect the probes from a voltmeter, which I used to check the rail to make sure it is working, and it reported fine. Something is just a little off. It happens.

(I will keep the 60 bucks around in case I need a new one.)
Post specs of your current power supply.
Post specs of your current power supply.
LS ultra 500 watt. That is all I know since the box isn't next to me
Defrag?
Defrag?
Auslogics defrag screensaver automatically defrags whenever I leave the computer for more than 30 mins So I guess I defrag 5 times a day.
You should probably shut down because you're wasting energy and using your power supply more, when you don't need to.
There should be a page in your BIOS that shows current voltage leves.
It didn't show the negative values [editline]10:14PM[/editline] The value shown for the 12v rail was at 11.83V or something close to that.
I think my CPU is down-clocking itself. What program can I use to check the OVERALL clock speed of the processor in its whole?
Search your BIOS for a PowerNow! option and turn it off if it's there. If it's not there, then your CPU isn't underclocking itself. [editline]12:11PM[/editline] Cool'n'Quiet may also be there.

[editline]01:16PM[/editline] Yeah. I turned off CnQ but my processor is still idling at a 4x multiplier.
Download this http://www.cpuid.com/cpuz.php and post a screen of the first tab.

That's impressive. I don't think I've ever seen an 800MHz quad-core.
Is there a chance this is a problem with windows 7?
Fuckwhat? Do you have that AMD overdrive or whatever it is that lets you change your clock speed in Windows? If so, uninstall it. Also try going into the BIOS and restore the default settings. You may want to write down the current settings first though. [editline]12:29PM[/editline]
Is there a chance this is a problem with windows 7?
No, this is hardware level. Unless like I said you have that AMD overdrive.

I'm not gay but if you were here I would fucking hug you or something. I have no idea why overdrive did that, but my CPU is now running back at 3.2 ghz where it belongs. Thank you SOOOOOO much.
:3:
Yeah. Have a fucking cookie mate. Actually have a thousand.
