Bad Company 2 on iOS was terrible.
CoD Zombies pulled off the control schemes really well and NOVA 3 did graphics pretty decently, so with newer devices and improved processing power we might see those combine along with some decent AI and just decent gameplay in general.
Why not make it a Vita game? the system needs games, plus the controls are much better suited for FPS games.

Why not have it on both Vita and smart phones? iOS and Android are both very big markets, it would be stupid to ignore them.

The Vita would need to sell first.
To sell a system you need games, but to want to put games on a system you need systems sold.
It's the contradiction of console sales.
