How do I limit a graphic design to 3 colors for a t-shirt in CS4?
Make the design in three colors? And define colors, you can limit a .gif file to a certain amount of colors when "saving for web", although that wont work if you got darker or brighter shades of a base color.

What DOG-GY said, if you want to limit to three colors, you can do it yourself.
If you already have a design in more colors, I suppose you could use your design as a layer mask for three different layers with the three different colors you want.
No, none of the drawing tools do direct colors. They have a tiny bit of fade to the edges. I stumbled on something that did it once but idk how to get to it again.

but pencil tool works better than having to turn off a setting
1) File > Save for Web & Devices
2) Set the format to GIF
3) Make sure the first dropdown is "Perceptual"
4) Right next to "Perceptual", set the number to 3
5) Save

Uhhhhh, I'm pretty sure on PS CS5 if you go to Image > Mode > Indexed Color, you can select 3 colors to limit it to (under custom). Haven't tested it out but you might want to try it.

I'm a bit late, but t-shirt designs use vector designs, not filters/photoeffects.
