Actually, Juvenile detention centers (Jails) have class rooms in them (most of the time) and a teacher. So he'll actually be forced to go to school.

Quite possibly. I myself was bullied in my school for more than several years. I refused to goto school and only got worse despite them being aware of the situation. The best excuse I got from them was "Boys wil be Boys" and grow a backbone.
School attendance isn't compulsory in Florida - you can choose to home school your kid. Though it's obviously not an option for this kid since it requires cooperation from your parents.

I think a lot of people who are severely bullied would choose to have their gadgets taken away rather than go back to school only to have to endure scum throwing shit at them every day.

Students get suspended, expelled, and even have the police called on them for having items that maximum security prisoners wouldn't even get in trouble for having, doing or saying. And this is true

School attendance is required from the age of 6 until you're 16. At 16 and higher, you can dropout with parent signature/permission.

Truancy is usually a different offense. They're threatening to arrest him for obstruction of justice for refusing a lawful order (TO GO TO SCHOOOOOOOL). When truant officers get involved they literally escort your ass to school and make sure you stay there.
Some kids just flat out don't want to go to school, and it's not always about bullying.
