This looks like one of those redesigns that DC did when they wanted to be hip and edgy.
I'd have to hear his performance before dismissing him. But my first impression is that it seems...off. I feel like it's half-assed except for the face.
Looks pretty horrid, I think. He resembles one of the Joker's fanatical goons more then he does the actual Joker.
There's "dark," like Ledger's Joker, and then there's "tryhard 2edgy" like this.

The DCCU seems to be going towards the more stylized approach compared to Marvel's "realism"
Ah come on, this is [I]such[/I] a limited look at him; there's still no way of knowing how it'll end up. Besides, it must be hard to try and come up with a style that movie audiences won't feel is exactly the same, but still keeps with the character [I]and[/I] keeps with the style of movie that they're going for. This could've easily ended up far worse.
without the tatoos its a solid 6/10
with them its 4/10 at best

The twist is that Jared Leto is actually just some random edgy imitator and the real Joker shows up at the end and kills him.

Ignoring the tattoos it just looks wrong, the hair is too small, and the makeup just looks like he's wearing lipstick.
I think the tattoos are unnecessary but they don't bother me as mush as that metal shit in his mouth.

TBF, there was a lot of doubt for Ledger's Joker before that film came out.
