Powerful Gameing Desktop!

I would like a high-powered pc with at least a quad core( i7 is great. will also take high end AMD [would like to be at least 2.4 ghz] i will also take 6 cores too) i want 4-6 gb ddr3 please. i have an hd 1080p monitor. i would like a powerful nvidia graphics card maybe gtx 280+ (i want to run garrys mod on full settings and tf2) i live in florida. I want this to be under 1300 please. i need an operating system too ;(if i have to i can get my friend to build it for me... i dont want the hpe 360z btw. i will also have to run photoshop
