Morrowind mouse issue: mouse doesn't work on interiors???

Well i have been getting an odd issue with my mouse in Morrowind. On the first install of Morrowind, Tribunal & Bloodmoon, the whole game worked perfectly. (I also installed a house mod, but that did not affect the game.)
After a few game cycles (Run the game, play for a bit, then exit / random crash then reload) i noticed something was SERIOUSLY wrong. No matter how much i moved my mouse, it barely registers, and if anything it will just move a bit, then stop again. After awhile of thrashing around, at a certain point the view responds to the mouse again, but only between certain angles for some reason, and after looking 30 degrees to either side it will 'show signs of no response' by jumping a bit, until i look the opposite direction, upon which it works fine again.
Sometimes, it works flawlessly, until randomly the mouse stops responding once again, as if the game isn't receiving mouse input.
Now it gets weird, if i LEAVE the interior, and go outside into the exterior cells, the mouse NEVER seems to show this issue (apart from NORMAL lag when the game loads a new set of cells). I can look around fine, and play in the outside world, but as soon as i enter an interior, the problem strikes again, which doesn't help if i'm fighting something (in which case i'm usually dead before i can jerkily turn and face the exit).
So what the SHIT is going on? I've tried re-installing, and it works, but after a few game cycles, it all starts again.
I'm using a wireless mouse, but that ISN'T the problem, because i have replaced the battery 10 times, checked the USB receiver, and even played every other game, and i don't get this problem. Morrowind IS receiving mouse input, because during this irritating problem i can still attack etc. but no X/Y axis input is working, and only seems to be on interiors.
This is a major problem, and it's really :byodood:ing me.
Ah, I know what this is.
Believe it or not, its a bug related to SOUND.
If you have the music volume level set all the way down (ie, off) the game has problems like this. Set it slightly above off (or just leave it up so you can hear it) and that SHOULD fix it.
