We must be playing two different games.
It's not the same game as at e3, but it still looks pretty damn nice on the highest settings. It was hard to find that out though because the people who make the point of how bad the graphics are never take screenshots of it on those settings, of course.
It's not super ugly, but it's really not any better than, say, Sleeping Dogs either.

And this isn't even true, thanks to windows, it will use system ram as VRAM when it's needed. You can see how much you'll use like that by going to Start -> Run and typing DXDiag and looking under the Display tab

First of, let's put out of the way the obvious, these are screenshots taken on the highest possible settings on 4k. This is a level of quality very few computers can actually handle at the moment, let alone play it at a decent fps.
Watch Dogs looks objectively better as far as the engine goes, especially when it comes to textures and models, since Sleeping Dogs looks like everything's made of plastic. But the art direction in Sleeping Dogs actually makes it a visually appealing game that has color and atmosphere while Watch Dogs is just a bland, grayed out open world game.
And for the sake of it let's post pics of an ultra-modded GTA IV (2008) and Just Cause 2 (2010).

Yeah but guess what, when your game is about super advanced networks and hackers trying to prevent corporations from control the world, setting it in 2013 downtown chicago isn't exactly the most exciting or interesting setting. Reality's pretty fucking bland, there's a reason why most modern shooters look like a mess of gray sludge.
It's also why sleeping dogs looks better, because hong kong is actually really colorful to begin with and makes for a much better game environment than chicago.

Chicago is a blast to play in, the level design is awesome, the gameplay is mostly awesome, the graphics are above awesome, and the art direction of the city of Chicago is spot on.
Comparing it to Sleeping Dogs because it's more colorful is silly. You want more colorful, download sweetFX

The textures are pretty big, and because of the unified ram, they just fill it with as much as they can so that the console doesn't have to load as much during play. This behavior stayed with the PC version.
From what I've seen and played, it's a nice looking game, it's just... not the spearhead of "next-gen!" that was promised.
Somebody made a comparison of top-graphics GTA IV vs Watch Dogs, and while Watch Dogs obviously has better textures and perhaps is in pure numbers graphically superior, GTA IV had a better art direction and looked better overall. Especially the lack of dynamic shadows from headlights was super-jarring in Watch Dogs, while it was in GTA IV...

It's not visually impressive by any means. There's no lights on in the city at night, it's very gray and bland, and the textures on concrete, rocks, etc. isn't very good.

What the christ are you talking about, all of the light at night comes from dynamic streetlights and other lights, you can shoot them out individually, and if you cause a blackout it gets completely dark.

Watch dogs looks shitty compared to what it was hyped to be. Definitely not "next gen".
I'm gonna be "that guy" but whatever, Crysis should be comparable to games coming out.
Also Crysis was released 7 years ago, still looks much better than Watch Dogs, and could run well on these next gen consoles and probably look better (who knows, though).
But that's not even relevant, because Watch Dogs on PC looks pretty meh compared to Crysis in 2007.
And heavily modded GTAIV does look better than Watch dogs, that much is obvious. It just seems like Ubisoft just did a lazy port to PC and didn't bother improving much.
