What I meant by this is, people have been tazed to death in America numerous times before, and nobody blamed America or their police force, just the officers that did it.
If Canada or the Mounties do it, however, people are going to assume that the Mounties are corrupt, or that Canada is an unholy place where tasers are used to commit mass genocides every day.
