Thought this might've been Skyrim DLC for a moment.

Still, it's possible to make a good game using those tools. Reviews seem positive for the most part, though with certain controversial titles having devs that delete negative reviews (looking at you Guise of the Wolf) there's no way to tell if there were any actual negative reviews in the first place. Even if the game is actually a good turn-based RPG, I just don't know who to trust anymore. In fact the only negative review is some guy saying that he got a blackscreen upon trying to start a new game, but that's probably a problem on his end.

Something like Game Maker at least has a scripting language so you can do things the drag and drop setup don't support but in RPG Maker there's nothing of the sort so all the games made in it end up feeling basically the same.
