I have this monitor

and i have this graphics card

and I am running Windows 7.
My problem is that the desktop/ screen being used is about 1/2" shorter on all sides than the viewable area.
Is this a problem with the Monitor, video card, Windows 7, or some combination of them.
Also I am using Windows drivers for the graphics card because the drivers CD contained a bad driver.
Please help me solve this problem.

What resolution are you trying to run that monitor at and have you tried auto adjusting it?
your monitor probably has an "auto" or "auto adjust" button
press that
i press the auto button and nothing happens
you used DVI or VGA cable ?
i don't know how to do it on 7 but change your screen resolution through windows, control panel>display maybe.
take the resolution down until it covers your entire screen and tell us what that resolution is

and im using DVI
Update your graphics drivers using the link way above me. In rare cases you sometimes need to install your monitors driver which will be available on their website.
