Sadly no, except the GTX 460 which is above the HD 4870 in terms of performance

Up to OP's friend if he wants to spend the extra $40. I mean he just wants to play Source games and Starcraft. Heck, if you want I can put a $500 with Windows 7 that will meet your friend's requirements.
