Won't help, it will overwrite the same data all over again, but not the whole harddrive. Also reading data from harddrives that has been overwritten once is purely theoretical - overwriting it with zeroes one time is enough.
Get a file shredder and shred the whole disk.

I know zDelete used to be a good one for permanent deleting, it overwritten files as it deleted them with z's originally
Use this to format the old hard drive:

Make sure you have absolutely no shit on your drive that you need to keep, this will nuke your drive
