I don't mind it being used colloquially, but at the core I believe it's a myth (if you take genetics out the equation) that's used to describe someone when people don't have an explanation for why that someone is so good at something. Which might just come down to them being very disciplined or observant or silently thinking about it and doing theory work while busy with something different.

Programming/sprites isn't very relevant here though, because it's not something that's connected to "workshop $$$", it's just that thanks to valve anyone who is good at hammer/photoshop/3d modelling programs and has a sense of art styles, can get money for single chunks of things you do without having an actual job
