How about electricity? I think that would be more effective.
Wasn't the NSA somewhat outside of the government? I think this serves them right.

That, and the southwestern US is in a drought so wasting water isn't exactly something people will turn a blind eye at. That, and they refuse to tell anyone how much they actually use.
Ive driven past that facility before. Sure its a huge ugly gray block of a building, but its really not that impressive, security wise.

(Don't try and trespass on NSA property, don't even stop your car. You can guarantee you'll be under active surveillance the moment the door opens.)
