From the looks of it the guy who writes those could probably tell from where the guy that nearly got hit was standing that this sort of thing was going to happen and had it on standby.
Or the news is using a pre-recorded video and overlaid the text on it. Why would a safety conference for Amtrak be broadcast live on the news?

It's called editing guys. No live overlay so it's most likely not live.
You can tell that he was aware that the train was coming from behind him and grabbed the sign to prevent the train from knocking it down with a burst of air, since the sign would probably get destroyed if it tipped into the tracks. He wasn't [i]that[/i] close to being hit, though the perspective makes him look closer than he actually is based on the position of the tripod and his foot placement.

Look at the left side of the GIF, someone near the Camera pointed at the train.
You'd think they'd realize that you're supposed to stand behind the yellow line.

It looks to me like if he hadn't moved he might have had the train brush his shoulder. His shoulders extend past the width of his feet.
