There was an extradition treaty with Russia that was signed while the Russian Empire still existed. The Soviet Union and now Russia aren't recognizing it and nobody has contested that, especially with Snowden in Russia.
There, pre-emptively justified that potential Russian response.

Lol except the Russian Federation has accepted the position of successor state of the Soviet Union and has honored countless other past agreements and treaties that were made before the breakup. This type of selective acknowledgement would be a very obvious attempt at convenience diplomacy.
