Hey Facepunch, I've recently been having some problem in relation to my ping, whenever I turn my router off or unplug my Ethernet cable and plug it back in i get fine ping 40-70 but after a couple of minutes my ping starts to rise up to about 200-400. I dont have any programs up that can affects this I dont even have Hamachi installed.
I was just wondering if there was anybody with networking experience that could help me with my problem.

Do you have more than one modem? If so, (I have three) cycle them every once in a while, because it seems to me that sometimes, modems just need breaks. (Sounds silly but it works for me.)
It might be a program that's taking up bandwidth on your computer, maybe something's downloading without your knowledge?
