The game hasn't even been released in Japan yet. The dlc is for people who imported it

Its not region locked in Steam. Therefor the steam release is out in japan.
EDIT: Actually it is locked now, but it wasn't before.
Oh boy misleading titles ahoy. The game was meant to cost 80$ in japan but the languages accidentally game on the international version which is damn cheap for Japan so they're trying to equalize it basically. It's still kinda dicky but not as much as people make it sound.

The title suggests that people are being forced to pay an extra $30 on top of the $80 you normally pay for games in Japan.
But a few Japanese people bought the game before it was region blocked for $50, because Square Enix is getting a little bit ripped off because of that, they removed the Japanese localisation via patch for Japanese owners of the game and are now selling it for $30 to those people in Japan who bought it for $50 to make up the difference.
It's not the best thing to do but it isn't that bad when you think of it from SE's view.
I know that japanese translation is a pain in the ass because you have to code any line breaks by hand.
But that is nothing that would cost $30+ for EACH copy.
If you do the math and they sell 10 000 copys in japan you are at $300 000!
There is no way that the translation costs THAT much.
Who cares about japan anyway.

This is the reason people pirate video games.
So what's next? Charging any Australians who bought steam games for half the price overseas for the full retail Australian price? SE fucked up, and they should just deal with it.

So they simple removed it and offered a DLC of the Japanese language to include ($30). Since the games original price tag in japan is $80 not $50. Its silly mistake on their part but it is no way dicky. They are just getting what people should have paid for the game in japan.

It may be a mistake, but it's a greater mistake to remove it now and charge for it back.
In other words, you're justifying kidnapping and ransoming of a language option.

And you're also misreading. A lot of buyers from Japan bought it from Europe/America, and it came with Japanese subtitles. Square Enix then released a patch to remove it, and are now re-adding the subtitles with Japanese voices for $30.
Taking something away then charging people for it? If I didn't know any better, I'd say Garry had something to do with this.
