Why has Fallout 4 been so lazily announced? It seems pretty much official that they're going to be presenting it soon, but why does everyone already know?

Because it's been almost 4 years since their last game and all it could be is Fallout 4 or TES 6 and they know that two TES games in a row instead of Fallout 4 would piss people off.
Fallout 3 / New Vegas have aged worst than milk.
Fallout is extremely due for a new game.

Personally I would like to see some of the North Central U.S like Chicago, Wisconsin, Minnesota or maybe even Canada with a hardcore mode that borrows from frost fall.

Oh my god I am so ready. I've started playing fallout 3 recently after about 4 years. I love the atmosphere so much.

Yeah, heading into The Commonwealth would be interesting.
I know there are some people that are hoping for a more northern setting (like Canada, as mentioned earlier), but iunno. Some, like J.E Sawyer, even want a Fallout game to take place during the Resource War with the UK invading the Middle East. That'd be nice as well I suppose.

Really, there is nothing wrong with the engine. It is just how Bethesda uses it.

I thought they would use ID Tech 5, but it seems Todd Howard mentioned they won't
I thought Skyrim looked fantastic. I haven't seen quite a beautiful nighttime sky in video games before, and I thought they pulled off each environment really well. It's easy to see where they cut corners but the image as a whole for me made up for the low resolution textures and jagged props. Maybe I just haven't played many games.

They'll likely be VFX studios because of the pre-rendered aspect, so they might be dumb enough to think "oh it's only games and nothing there is secret".
