That was a pretty sensationalized video. For one: Why is the family not finding an alternate route like literally everybody else probably is. It also doesn't look like anyone tried to pull someone out of the car. Just looks like he opened the door to fuck with them. Immature behavior but it doesn't look like anyone was doing any actual physical harm to the family or the vehicle. Plus there's not exactly a way to just guess that an entire car full of people are impaired.

How is a vehicle with so many deaf people allowed to be on the road without someone with hearing to assist them? Also why is there an intersection with such high foot traffic without a traffic light or crossing guard?

They could be passed by emergency vehicles whose only warning would be flashing lights. They could come up to a police checkpoint and be unable to properly communicate with officers who don't understand sign language. (Though most times showing a license is all they need) They could get in a wreck and need to exchange insurance information with the other driver. There could be another driver on the road who is driving impaired or recklessly and they would only have a visual warning.
