The context of this article is odd, at one hand steam does advertise many, many games after closing a game from the service. On the other hand, restraining itself to only Steam is quite obvious..
I can't imagine how incredibly stupid ads on steam would be
they have made literally a trizillion dollars why would they do that
They already advertise their own stuff in their own store and that is all what they really need to do.
Advertising as you close a game mentioning about how there is "Deep Silver Weekend Sale" is more than enough, even that is quite pointless but then again you can make it so that when you start steam the store isn't first page that opens so there could be chance of you never noticing it otherwise.

But... Every time I close a game I get pop ups advertising sales and new releases.

I like the way it is now and im glad valve seem to think so too, i close a game or load up and get a steam window every so often telling me that somethings coming out soon, or there's a sale of some sort and if it peaks my interest I'll have a look, if it don't i close it and move on.
The day where steam starts trying to sell me shit every 10 seconds or puts up adverts for anything other than games and related items (Films / Utility tools as well) is the day where I have an issue.
Steam itself is a catalog so in a sense it is a single advertisement that you willingly subject yourself to because you're actively looking to make a purchase. That is the nature of catalogs.

You have to think demographic here, I don't think any tampon company would be interested in advertising in a video game / video game store front. So I don't think you would have to worry about that.
