DirectX won't install, every solution I've tried has failed

I need to install DirectX runtime/redist/whatever the hell they name them in order to be able to install unreal engine 4. It always failed on the "Installing DirectX" step and would refuse to go any further. I went to manually install the DX runtime (june 2010) but all that did was get stuck on initializing for a minute before always failing with "An internal error occured". I've cleared the %temp% folder, installed updates, removed VS2010 redists' (otherwise it results in S1023), ran SFC, many other stuff, but I'm stuck with the same fucking error. I've spent 3 hours on trying to get the damn thing to install but it insists on refusing to. How could I ever so possibly get this pain in the ass to install?

They're already at the latest version. At this point I'm about ready to toss this computer out the window.
Instead this can be an opportunity to try Linux :eng101:.
I had a similar problem that made me switch, and now I almost never touch Windows.
Try installing DirectX using the DXWebInstaller (Google it), this should install all DX versions and works 99% of the time.
