Long story short, my computer crashed when playing CS:S last night. Screen went into a brown and black haze and all sound turned into a loud buzz. Simply powered off and went to bed.
Upon getting up this morning and powering on my computer, no display is shown. Quick check shows Video card fan is not moving. Switched it to the second port on the motherboard, with no luck.
Pretty much just asking just in case there is the slightest hope that I can avoid buying a new card, but is there any hope for reviving the card?
Check for dust, or if you can wire a fan, try that. If not, you could take it to Best Buy or someplace.
There is no hope, except for reflowing solders in an oven and even then that has a low chance of working. only way to fix it is to replace.
Here's a suitable replacement for pretty cheap, it will work just fine for general gaming such as TF2 and CS:S.

The fan just keeps your V-card cool. Your card has gone bad. You will most likely need to buy a new one.

Except that it's not actually reflowing the solder.
The temperature in there isn't high enough to melt it, it's a temporary fix and will most likely break something else when you do it.
There are professionals who could reflow your card OP, you might want to search for that or look for a DIY guide if you're adventurous.
Thanks for the responses, but I bailed after the first couple of hours of no responses. Ordered a new Radeon HD 4670, 1GB DDR3 with the last of my savings... No 3DS for me anytime soon. However, if it turns out to be my PSU or MOBO, I'll be pissed to no end.

If it is, depending on where you bought it you could return it for a refund.
I hope you checked if your case is "slim" because these don't accept standard graphics card, only low-profile cards.

I get the feeling this is going to be a problem when it comes in, as I'm constantly causing myself trouble simply by not knowing these things... If this is the case, is there a way to get around it? i.e. make it fit into the case?...
Not really, I guess your comp is a pre-built.

Well that's one odd case but it should fit.
How old is your card? Chances are if it's less than two years old you might still be able to use a warranty

I checked into that. The card's warranty was 2 years. It's been roughly 1 year and 11 months, but the receipt and box should still be at my step-mothers... Unless she tossed it out when I left, which is quite likely. Regardless, getting it within the next few weeks is going to be near impossible, but I do intend to try anyways.

Just got the card and installed. Works wonderfully. Spent 20 minutes searching where to plug my 6-pin power supply cable into, only to find that my card is magical! (apparently draws power off the Mobo. Was unaware they can do that.)
