It was probably inevitably going to be elected, but they sure dragged their feet in making it happen. I imagine the only reason they've sorted it out now is because of the upcoming 15 February demonstrations - a likely-to-be-huge round of protests marking the second anniversary of the uprising, and 'hurry up with this shit' was going to be one of their main demands.
