As the market grows more popular and people's inventories fill up, the number and severity of those cases is only going to increase. It's nice if you don't need the extra security, if you have your profile set to private, if you are internet-savvy enough to discern fishing links from image hotlinks - but Valve doesn't create Steam updates for you personally. Try to see it from the perspective of Valve or the average Steam user instead.
For a minute I thought it was going to be for that fucking stupid "You are leaving steam" warning and at least it's to kill malware rather than "we've had hundreds of people whine unendingly at us".

What they need to do to kill off the bots is to make it impossible for a level 0 (maybe up to 3) "user" to be able to comment, initiate trade offers or add a person. They can receive trade offers or friend requests but can not send them. The only other realistic alternative is to have captcha happen at login, during commenting or during friend requests and I doubt anyone wants that.

It's dumb.
