Thing is, this wouldn't work well with windows at 15" , because it is pretty bad at scaling in general

You're probably running at 200% ppi on most stuff, so you won't actually see the resolution difference. You'll just get a bigger pixel density and some nicer font rendering.
But you'll also get blurrier videos and pictures.

Nah, windows does DPI scaling jsut fine. The problem with earlier versions was, that the assets just weren't up to par in resolution to support double the DPI. I think that's no longer the case with seven, since it uses more vectors and generally upscaled all assets.

There's two options how it will work out. Either they use the same smoothing filter as they do on the ipad. Or they'll run some other algorythm on them. But generally speaking, most images will probabably look worse on the retina display than they do on a normal one. As you're upscaling almost everything 4x. The ipad on top of that has a blur algorithm for pictures that get upscaled like this which makes them look even worse.
I'm almost certain though, that the pictures will get upscaled. As you actually won't be getting more screen estate with the retina display, but more pixel density. Basically you're running at 200DPI.
and my Windows PC is still 210% cheaper and way more powerful
