CPU Fan Constantly running fast after switching to Windows 7 64bit

Recently, after receiving W764Bit (Professional) and I've noticed something odd, I've searched around for this but have not found a straight answer.
My specs are:
CPU: Intel Core2Duo E7300 2.7GHz
Fan: Stock [I]massive[/I] heatsink and fan.
Nforce 680i SLi.
GC: Nvidia 9800 GT superclocked.
4gigs of 800MHz DDR2 Ram.
600 Watt PSU.
The problem is, half the time, doing even minuscule things like watching HD videos will spin up my CPU fan, what is wrong is that it never seems to slow down, ever, making it sound like it is running hot even though it's idling at 40-50 degrees Celsius. It seems to be completely random as well, I can play games that require lots of CPU power and it will slow down fine, but little things will stir it up.
Tried dusting it out?
It is completely clean, I cleaned it out today, I think it may have something to do with the power saver options and the standby, I've modified them and am going to test it out.
sounds like some of the ACPI features are loading wrong, try adjusting them in the bios

or try the chipset drivers
It actually appears to be the power saving hybrid mode, thus far after forcing it off, it seems to have worked.
