It wasn't a concentration camp, it was founded by an ambitious orc chieftan. Their lack of a homeland is a direct result of orsinium being trashed

This has reminded me of how fucking stupid TES:O's factions are. The Bretons and the Redguard are the ones who razed Orsinium, yet the Orcs go on and be a part of an alliance with them.
