I have a bunch of songs on iTunes on my laptop (10GB), but the motherboard is extremely screwed up. I'm getting a replacement soon, but can I download the music that I already bought through the iTunes app?

No. If you go and download a song from iTunes, it will always buy it on the spot.
With the AppStore, apps can be redownloaded for free, but for iTunes store, you'd have to rebuy music and videos.

That's if he didn't already sync the music with his computer. But that's only once. It doesn't let you do it over and over again like the AppStore.
If you contact Apple, they might let you download all your stuff again. I lost all my music because my HDD failed and I was retarded enough to not back up, sent Apple an email, then all my bought songs became available downloads.
In terms of doing it in the iTunes app, I don't think you can. I think the only songs you can download on the app are ones that you buy there and then, not available downloads.
Remove the laptop hard drive, buy something like [URL="http://www.newegg.com/Product/Product.aspx?Item=N82E16812156017&cm_re=usb_to_sata_2.5-_-12-156-017-_-Product"]this[/URL], then connect it via USB to your new PC and transfer your music over.
If the laptop HDD isn't bad of course.
