Squadron 42 is being developed as the single-player campaign. It's going to be similar to Wing Commander (except using modern tech) in that it's a campaign with multiple branching mission paths and you'll be able to form relationships with crew as you progress (before they probably get killed off).
As for whether it's actually going to be good or not, that's a bit hard to say because they're keeping the details of the plot and scenarios/etc. very close to their chests for spoiler reasons. However, what they've promised is pretty impressive, and given that it builds directly on the tech in Alpha 2.0 (which is live now), it's definitely technically possible to do everything they've described. But it could always suck if they fuck up the last 10% of the way and totally bork the end-user experience or something, so, too early to say it [I]will[/I] kick the shit out of other games.
The basic rundown is, space combat in ships, fps combat in fps environments (space stations, capital ships, possibly planetary locations, very possibly in EVA), and a celebrity voice-acted and performance-captured* cast.
You've probably seen this before, but here's a portion of the SQ42 intro with the unfinished model for Gary Oldman's character.

*Performance capture is motion capture with the addition of three cameras pointed at the actor's face in order to capture their facial expressions in high detail as well as their overall body movement.
One other thing that they've promised with SQ42 is that events will be dynamic and not simply regimented in the traditional "nothing happens until you initiate a mission" style of play. Chris Roberts said that you might come back from a mission, get debriefed, and then go to the ship's lounge to interact with the crew (as is typical in the Wing Commander series and mission-based games in general)...and then suddenly your ship is attacked and boarded by the enemy, and you have to run to the armory for a gun, then fight your way through your own capital ship's hallways to the hangar bay, clear the hangar bay of hostiles, and then scramble to fight off the attacking ships.
I'll believe it when I see it, but if they can pull off that kind of dynamic event and have it not be utterly predictable, I'll be impressed.
If you are asking if it will have a "solo" mode like Elite does where you're basically playing a single-player MMO, no, it will not, it's not technically feasible. On the other hand, there will be private servers further on in development, but private servers are not going to provide the exact same experience as the Persistent Universe (since it's running on Google Cloud Compute and they can spin up thousands of VM instances if they need them, a private server...isn't).

Well, the single-player campaign and the online MMO-ish sandbox are pretty much separate titles within SC, except that you can transfer your single-player character into the online universe as your character, continuing their career from military service to being discharged and entering civilian life. You can start directly into the online so you don't have to, but it's an option.
As for how much content goes into the sandbox and how fleshed out it is, we'll have to see, but I can tell you that there's a fuckton of fleshing out in the lore and background, so the sandbox is going to have plenty of fertile ground. Every planet's got a backstory (not all of them have been revealed yet even of the known settled planets), every ship manufacturer and ship/personal equipment manufacturer is a corporation with its own consistent visual style guide, branding, and corporate history that explains how it got to the present to embed it into the lore.

The hangars are actually pretty well-optimized. I get >90fps in my hangar (on low, but turning it up to Very High, the max the game will let me, doesn't impact performance much except for asset streaming/loading). The space station environment, however, daaaamn, it hurts sometimes. However, the game's fairly CPU-bound right now and optimization's a thing they haven't been focusing as much on on yet, due to the active development nature of the project. They're aware of the performance problems the game has and are working on it (the test patches before the Alpha 2.0 release had ridiculous performance retardation for a while - 'issues' does not describe how bad it was).
And, yes, those voices are fpers who weren't even aware this bug was being recorded. :v:
