Game can be downloaded for free, I think the Steam version is just to support the developer.
Also apparently you can launch the Steam version without steam running as in it's DRM free.

For some god forsaken reason I thought this was made by a dude who worked of SFIII, but I guess I'm just a big dummy.
Never heard anything about 3S having anything to do with VP, only that an old Capcom employee worked on it but that hasn't even been confirmed.
