Cartel enforcers have a habit of decapitating people they don't like. They're probably coming across the border along with drug mules.

I don't know about beheading people but the drug cartels do kidnap and kill babies/children, kill them, stuff them full of drugs and say they're sleeping as they go through border control.

A person of Hispanic descent robbed two of my friends at gunpoint. He was probably on welfare as well, yet he needed more free shit as the free shit from the government didn't suffice.
