This "collapse" isn't OMG RIOTS IN THE STREETS kind of collapse. It just means the ruling coalition's cabinet couldn't agree on something and will need to be formed again.

No confidence votes are typically initiated by the opposition, and usually they have assembled an alternative to the cabinet to get ready for a fresh election.
What is happening here is the existing coalition is disagreeing over how to approach the economic situation, if I'm reading the article correctly. This "People's Party" left and caused the coalition to not have a majority in parliament, and thus they are unable to pass anything. This more or less means they'll be forced to get new elections and set up new coalitions.

I was born in Russia, but when I was 1 year old I moved to latvia. Those bitches threat bad all people who know russian or at least are related to it. They are Fascists. I now peacefully live in Ireland, and when I meet some latvian on street, it only gives me trouble because it just reminds me how it was back there.
They brainwash you when you are just like 4 years old. They say that Latvians best, we best, our country best, our language best. If you see some hobo on street, they say hey, there is a russian drunk. Well FUCK YOU. Hate them. Russian is my primary language, and if there would be some invented way to swap languages in your head, I would change Latvian to some french or something.
