[release]The state agency that polices judges on Friday expanded its case against Orange-Osceola Circuit Judge N. James Turner, accusing him of massaging, hugging and kissing the women in his office.
The new allegations also accuse Turner of taking cell phone calls while on the bench, checking his Facebook page during court proceedings and unexpectedly getting up and walking out while court was in session.
Those allegations are tacked onto another set that were filed against him in July. They accuse him of a series of campaign violations, including being an open supporter of Democratic candidates in other races in 2008 while conducting what was supposed to be a non-partisan campaign for judge.
Those are pending.
Turner hasn't been on the bench since Orange-Osceola Chief Judge Belvin Perry Jr. last month ordered him to stop working. Perry did not explain his actions at the time. Neither would Turner.
Friday's disclosure, though, provides a general explanation.
Although he has been on the bench just 16 months, Turner has had four secretaries, called judicial assistants. Some judges can have one judicial assistant throughout a career.
Turner's attorney, Barry Rigby, was not available for comment Friday. Three weeks ago, he declined to discuss sexual harassment allegations against Turner, who works at the Osceola County Courthouse, handling juvenile and divorce cases.
All the charges were filed by the Judicial Qualifications Commission, a state agency that investigates allegations of judicial misconduct.
The new ones filed Friday accuse Turner of quirky behavior and a variety of wrongdoing.
According to the agency, Turner inappropriately touched some of the women with whom he worked at the Osceola County Courthouse. Those actions included giving the women massages, hugging and kissing them. He also made inappropriate comments and invited himself to their homes.
He also behaved erratically while on the bench, according to the JQC.
During a juvenile delinquency hearing in March, he ordered court personnel to seize the jewelry of a child, saying it should be used to offset court costs, the JQC stated.
The commission also accuses the judge of serving as his mother's lawyer last year, helping her with a foreclosure suit in Dade County. If true, that would violate a rule that forbids a judge from handling individual cases as if he were still in private practice.
The judge earlier defended himself against the partisan politicking allegations, filing court paperwork, citing his right to free speech.
