I can imagine the city council going all like "Hey guys, we should turn off the city street lights on a saturday night! I'm sure there won't be any drunks walking in the middle of the street or anything!"
This is why you don't walk in the road when there's a perfectly good pavement there.
Why turn off the headlamp on a vehicle at night, for any reason? It's not like they use power from the grid, and most can be run simply from energy the engine creates. That aside, driving on a motorcycle at night with no lights is pretty moronic no matter what. Driver should probably get manslaughter charges.
