• TF2 Download restarted. From 100% back to 0%

Yes you can. Also it's not unusual for the download progress in Steam to reset to 0%, for example it happens every time you shutdown and restart steam when it's downloading. The download itself doesn't start over, it still has everything it's downloaded up to that point, just the indicator resets.
Oh, so should he just keep downloading? Or will it overwrite what he just downloaded? Because he says his Steam folder is 1gb or so.
Keep downloading, mine did that for Far Cry once.
^^ Yeah it won't overwrite what's already been downloading. Unless you have a disc, in which case you can install from that and save some time.
