Can't delete Hiberfile.sys, am not using Hibernate?

Windows 7 by the way.
So I set Windows 7 to use a 25GB parition, no big deal right? Well except for the fact that it makes a giant ass 3-4GB hiberfil.sys file sitting in my C:/ drive wasting space, when I don't even use hibernate (it is disabled).
How do I delete this? If I try to do it manually I get the "In use" error.

powercfg /h off
start > type "cmd" into search bar > enter > type "powercfg -h off"
if it says you don't have admins rights.
Notepad > type "powecfg -h off" in the notepad file.
Save the file with a .bat extension.
Right click the file > properties > compatability > run as administrator > run the batch file.
