People refer to the "cold war" like it's some sort of unstoppable omnipotent force in the universe rather than just a product of mutual cynicism and diplomatic breakdown

I'd say the power dynamic of the Cold War has definitely changed. Western Europe is in much better shape than it was during the 50's and 60's and, consequently, not really US puppets like they were.
That being said I don't think the whole nuclear fear of the Cold War is present anymore either because the population has lost the shock and fear associated with it or the existence of conventional war has proven that nations won't automatically resort to nukes to resolve conflict. So the Cold War, while still "alive", is by no means the same sort of struggle it was during the 20th century.
In return the U.S. will broadcast an overpowering signal to mask their transmissions directly at this listening post. The broadcast will consist of Coldplay, Creed and Limp Bizkit.
I give the poor operators a few days, maybe a week tops.

I feel this is more of a "statement" rather then anything useful. Today's technology allows for hyper advanced spying from within the confines of a room in your own country.
I really don't see this as more then "dick waving".
On a side note I'd love to visit that site in Cuba. Always found the Cold War interesting for the tech used to spy on one another.

Depends on how you look at it
This is just a fancy way of saying "fuck you, USA" because nobody who knows even the slightest bit about information security should expect much out of this facility. This isn't the 1980's anymore, so those big dishes aren't going to be picking up anything of use, (they didn't back then either) but the Russians know that just as much as their Soviet predecessors.
This is the international equivalent of some nosy guy peeking over his fence and watching you scratch your balls in your living room.

I heard about this a couple days ago on the Russian radio along with Putin helping build airports in Cuba, but Cuba's actually a pretty popular tourist destination for Russians. Also Russia wiped Cubas debt, which Cuba was TOTALLY going to pay anyway.
