Doesn't actually matter, not voting counts as a no vote because it i a constitutional amendment.

Nope, it's only considered a no vote if you leave both options blank while casting your ballot. Your vote isn't counted at all if you don't cast any ballot.

Well we do have ID cards like that, but driver's licenses can be used for the same function and more people have them, so it's more common.

I meant common more as in "everyone has them".
They or passports are mandatory here (Germany) for everyone 16 or older, so it wouldn't be a problem if they were required.
(You need one for almost everything, but not for voting. I think it's a bit strange but whatever.)

Beacuse its an constitutional amendment. When you leave it blank you are voicing an opinion that it, the constitution, is fine the way it currently is aka, a no vote.
I guess this makes up for electing Bachmann.
