The problem is valve are subject to a complete minefield of laws internationally when trying to distribute games widely, its likely they decided this to avoid getting sued due to violating some countries inevitably stupid pornography laws

They should probably just not sell porny games in such backwards places then. Make them available in the countries that are actually properly developed and worth doing business with.

And like the article states, games featuring explicit sexual content such as Witcher 3, even rust and Conan exiles with the exposed dicks and stuff aren't being pushed around, so it's a discrimination to the genre rather than having sexuality present
