pretty sure you can just use the report button on the lower left side of the user's post and even if you mark it as like flaming or something they'll check it out and realize it's against rules even if not for that exact reason, that's what I did once anyways

No. The engine is, but the textures, sprites and sounds aren't.

Up until sometime last christmas, you were able to type "javascript:ReportFile()" and the report box came up. It's been removed now though.
