The blow out preventiors on shallow water rigs are above the surface, easier to operate and shut down in the event of a blowout assuming the BOP is functioning. They are attached to the bottom and don't float so there's no risk of sinking (it could still burn up though). Luckily since this is an offshore rig and not a deepwater rig, the relief well shouldn't take very long to drill.
