I's not so much an issue of homophobia that homosexuality isn't really given that much attention/considered a big deal. Apathy seems like the main barrier in this case.

Also some people say its against their constitution .. but it's debatable.

Japan's made some great strides socially, but it's been a literal patriarchy with the old boys' club keeping the social status quo intact until quite recently. Socially, Japan is more conservative than the US in terms of minorities. The general sentiment has been "what freaky shit you get up to in private is your business, but keep it that way" and that included just being openly gay. Yeah. I guess I was kind of being optimistic then. But people who are LGBT aren't going to make kids if they couldn't as straight anyways, could they? I mean, it isn't like either way they will or won't have kids from being LGBT. I'm not saying they are part of the growing population concern.
Being gay doesn't have anything to do with Japan's declining birth rate, also I'd go ahead and say Japan is on the same level or even behind America when it comes to equality.
But if they do that how will they call yuri "forbidden love" and force drama into it by saying they can't get married because they're both girls? It'll ruin all my doujins!

They don't care about it if you keep it out of sight. A real DADT situation. Now, this is not true for every single Japanese person, of course, there're plenty of LGBT across the generational spectrum (as seen in the photo in the OP) and likely a reasonable number of people who don't actually give a shit, but it's been the social status quo. Gays as a percentage probably didn't have tons of kids anyway. If homosexuality became acceptable it would be acceptable for them to have families with kids (through the ways mentioned), probably boosting pop growth by a very small amount. Might be wrong though. Gays may have just forced through straight families to appease the huge social pressures. and doing this might actually lower the birthrate a tiny bit.
