Papers Please is a fucking awesome game, and Lucas has created quite a few smaller games like that before. I think I'll definitely give this one a try.

Black and white, the rest (gray) done via dithering.
Graphics-wise it's 1bit.

I thought that at first, but perhaps the image is simply being scaled since I see white, grey, dithered dark grey, and black.
Not seeing the grey you're describing, at least not in the gif smurfy posted.
Try loading it up in photoshop and zoom in. No grey pixels.

You are actually falling for the illusion it's trying to create which is good I suppose.
I'm aware of dithering and what 1bit means, my problem is that I suppose chrome was scaling the image causing the dithering to be blended together to actually may literally a solid grey color.
It looks correct in photoshop.

Yeah, chrome scales images weirdly, applying some kind of weird mix of both softening and sharpening.
