Unless he comes out and gives a hell of a good reason for it, then it seems like his intention was pretty clear.

You NEVER see that shit, but yeah we do. Its because we got some new EXTREMELY cheap but very potent heroin, and Maine stopped allowing some opiate treatment drug so a lot of poorer people turned to the drug for pain-relief and withdrawal relief because they had no other options or the new drugs became way too expensive. So Maine got hit hard as fuck, and it was spreading to all the surrounding states. Now its everywhere but you honestly dont see it for how bad it really is. Kinda sucks because Bidderford is getting really fixed up. Turning a lot of those old brick factories/warehouses into hotels/restaurants, and that one by the river in the middle of bidderford is great. Its not even that its violent, just a lot of crime like drugs/stealing because people are poor and out of luck. Like you probably wont get killed or jumped in biddeford, but go outside at night and you would probably see plenty of shifty shit going down casually.
