Could be both. We're due for a new Hero, and Kaplan stated during the livestream the other day that there was a "new Hero on the horizon". Given that the Lunar base is called Horizon... I think it's clear he meant this.

Yeah, I agree. It's probably both. Doomfist sounds more like he'll be a Blizzcon hero after this announcement.
