Wouldn't the war have ended when the states involved ceased to exist?

At one point in the dark ages Rome had a few hundred people living there in the ruins while Carthage was destroyed in 146Bc.
Not surprised, Korea is still technically at war with the asshole north and WWI officially ended not but a month ago. The "declaration" and "continuation" of a state of war is just a formality. War, War never changes.
