In fact even both cities themselves were effectively wiped out at one point in time.
At one point in the dark ages Rome had a few hundred people living there in the ruins while Carthage was destroyed in 146Bc.
Not surprised, Korea is still technically at war with the asshole north and WWI officially ended not but a month ago. The "declaration" and "continuation" of a state of war is just a formality.
