Is there anyway to clear the steam browser cache?

I'm trying to clear the steam browser cache? I'm trying to clear it so FP avatars will update. Googling it turned up posts saying to restart steam or empty IE's cache. There's two problems with that.
1: I restart steam all the time
2: I haven't touched IE in years.

Although I've not tested, that's most likely the folder where Steam stores it's cached browser pages.
