It just doesn't do it. Videos are completely un-watchable because it doesn't buffer, it plays for 3 seconds, freezes for 10, plays for 3 seconds, and so on. Quality does not matter; it happens at 1080p and 240p alike. This is all I see when I am watching YouTube videos:

This has been going on for like the past three days and it is infuriating. I haven't changed a single setting, updated a single thing, had a single internet problem. The rest of the internet works perfectly fine across the board. On my sister's computer, which [I]is across the house, not even connected to the modem by wire like mine,[/I] YouTube works perfectly fine. WHAT THE HELL IS GOING ON WITH THIS SHIT. Is it even a problem with me? Or could it be YouTube?
What browser are you using?
Do you have any apps for your current browser?
Have you tried clearing your cookies?
I've followed various bits of advice I've found on the internet and here's a rundown of what I've done so far: Cleared my cache, cleared my cookies, used a different browser (Firefox to Chrome and back), reset modem/router a bunch of times, switched from wireless to wired and back, and a few miscellaneous things. Unsurprisingly, none of it has worked! I'm starting to think it's an issue with YouTube and not me but who the hell knows.
I don't know if this will solve your issue, but maybe try doing the HTML5 youtube beta. Fixed my constant "shockwave flash has crashed" error on chrome as of right now.

Youtube are constantly updating their servers and minor tweaks. You're not the only one who has this issue, almost everyone has it.
But like others probably said already:
- Clear your cookies
- Refresh
- Use a different browser
- Disable any Firewall
- Update/reinstall Flashplayer
